Can I enroll outside of open enrollment ?

Open enrollment is only for public market (ACA / Obamacare) government issued policies. Private coverage is available at any time.

How do you determine a rate for insurance ?

Private plan rates are based on health, not income. If you have a higher income, a private plan might be a better fit since your rate is determined by factors like your age and overall health. These plans often come with fixed rates that don’t change based on how much you earn.

Public plan rates are income-based. If your income varies or is difficult to estimate, this option might not be ideal. Generally, the more you earn, the fewer savings you’ll receive through the public marketplace. On the other hand, if your annual income falls below a certain threshold, you could end up ineligible for any savings at all.
